United States hurricane landfalls and damages: Can one-to five-year predictions beat climatology?

چکیده

This paper asks whether oneto five-year predictions of United States hurricane landfalls and damages improve upon a baseline expectation derived from the climatological record. The paper argues that the large diversity of available predictions means that some predictions will improve upon climatology, but for decades if not longer it will be impossible to know whether these improvements were due to chance or actual skill. A review of efforts to predict hurricane landfalls and damage on timescales of one to five years does not lend much optimism to such efforts in any case. For decision makers, the recommendation is to use climatology as a baseline expectation and to clearly identify hedges away from this baseline, in order to clearly distinguish empirical from non-empirical justifications for judgements of risk.

Hurricane Sandy's flood frequency increasing from year 1800 to 2100.

Coastal flood hazard varies in response to changes in storm surge climatology and the sea level. Here we combine probabilistic projections of the sea level and storm surge climatology to estimate the temporal evolution of flood hazard. We find that New York City's flood hazard has increased significantly over the past two centuries and is very likely to increase more sharply over the 21st centu...

Modeling for Seasonal Marked Point Processes: An Analysis of Evolving Hurricane Occurrences

Seasonal point processes refer to stochastic models for random events which are only observed in a given season. We develop nonparametric Bayesian methodology to study the dynamic evolution of a seasonal marked point process intensity. We assume the point process is a non-homogeneous Poisson process, and propose a nonparametric mixture of beta densities to model dynamically evolving temporal Po...

How quickly can we adapt to change? An assessment of hurricane damage mitigation efforts using forecast uncertainty

Our ability to adapt to extreme weather is increasingly relevant as the frequency and intensity of these events alters due to climate change. It is important to understand the effectiveness of adaptation given the uncertainty associated with future climate events. However, there has been little analysis of short-term adaptation efforts. We propose a novel approach of using errors from hurricane...

Prediction Models for Annual U.S. Hurricane Counts

The authors build on their efforts to understand and predict coastal hurricane activity by developing statistical seasonal forecast models that can be used operationally. The modeling strategy uses May–June averaged values representing the North Atlantic Oscillation (NAO), the Southern Oscillation index (SOI), and the Atlantic multidecadal oscillation to predict the probabilities of observing U...

Population matters when modeling hurricane fatalities.

Jung et al. (1) find gender bias leads to misperception of hurricane risk in both experimental and historical evidence. We affirm the rich literature on gender bias. However, we argue that Jung et al.’s empirical analysis suffers from endogeneity. Once addressed, we find the previous results to be of questionable robustness. Although gender bias may exist in limited-information experiments, his...
